Enterprise Systems Architect

This role involves designing enterprise system architectures and integration frameworks that ensure interoperability, scalability, and secure data exchange across HRMSD applications and external systems. You will develop strategies for API-based connectivity, system modernization, and performance optimization within established DOI and IBC standards. A deep understanding of software architecture principles, service-oriented design, and secure enterprise integration is required to support mission-critical HR and payroll systems.
Job Functions
- Perform advanced systems analysis and architectural design to improve integration, functionality, and performance of enterprise IT solutions.
- Demonstrated experience in API design, development, and integration, including working knowledge of REST, SOAP, and secure data exchange protocols.
- Familiarity with integration and API management tools such as MuleSoft Anypoint Platform, Swagger, and Postman, as well as development environments including GitHub, PHP, Java, SQL, and Lucee ColdFusion is preferred.
- Analyze complex business data processing problems to develop and implement solutions for enterprise applications and system integration challenges.
- Perform systems management and integration functions across heterogeneous platforms, including legacy and cloud-based environments.
- Identify and mitigate system performance bottlenecks and limitations.
- Design the architecture of enterprise systems to ensure scalability, interoperability, and secure data flow between HRMSD and external systems.
- Collaborate with stakeholders to translate business requirements into system specifications and architectural solutions.
- Develop and implement enterprise-level strategies for software, hardware, and network optimization.
- Evaluate and recommend software and COTS solutions, ensuring compatibility with HRMSD's technical architecture.
- Review and enhance system workflows, including automation and data exchange processes.
- Evaluate and recommend commercially available software to meet technical and operational needs.
Experience Requirements
- Minimum of ten (10) years of progressive experience performing systems analysis, design, and enterprise architecture in large-scale federal or enterprise environments.
- Demonstrated ability to identify and mitigate system performance bottlenecks and design scalable, interoperable architectures supporting enterprise availability goals.
- Experience supporting HR, payroll, or personnel management systems, preferably within a federal shared services environment, is a plus.
- Experience supporting system design and integration within Scaled Agile Framework (SAFe) environments, collaborating across teams to ensure architecture and development align with iteration and release objectives.
- Ability to prepare technical documentation, including architecture diagrams, integration specifications, and system configuration guides, in compliance with DOI/IBC documentation standards.

Education / Certification Requirements
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
- Training or experience in systems analysis, enterprise integration, or software architecture.
- Familiarity with Scaled Agile Framework (SAFe) and Agile development practices.
- Relevant enterprise certification such as MuleSoft Certified Integration or Platform Architect preferred.
- Must be a US Citizen or Permanent Resident.
- Must be able to obtain a position of public trust with the US Government.
