Systems Analyst/Programmer

The United States Bankruptcy Court for the Northern District of California seeks a talented Systems Analyst/Programmer. We are looking for an engineer passionate about creating high-quality applications and excellent user experiences, and a self-starter to develop new and enhance existing software programs for the Court. As part of the Information Technology Section, you will work in a professional environment, collaborating closely with stakeholders and customers to deliver impactful programs for the United States Judiciary, with opportunities to support nationwide initiatives.

Location: Work in one of our offices (San Francisco, Oakland, or San Jose) or a full-time telework opportunity if you reside outside the district. Remote work is available.

Salary Range: $89,488 - $145,507 per year. Salary depends upon experience, qualifications, and work site. Telework salary will be based on locality pay at your U.S. residence. Representative Duties:

  • Lead projects for the analysis, development, and implementation of short-term and long-range software development efforts for the court.
  • Develop and improve the court's Case Management/Electronic Case Files (CM/ECF) system, locally developed applications, and other applications supporting the Northern District’s judges, staff, and the public. CM/ECF is a web-based application primarily written in Perl and Java, currently utilizing an Informix SQL database.
  • Design, develop, test, and implement custom software solutions; manage and maintain software throughout its life cycle; analyze and address software security vulnerabilities; assist in leading other automation staff in new system development.
  • Design and develop programs and applications on Linux systems to routinely search data in the Court’s case management system, providing automated data extracts, reports, and e-mail alerts.
  • Develop organized and user-friendly instructions for IT staff and users regarding product implementation, features, and usage.
  • Communicate clearly and regularly with management and technical support colleagues.
  • Perform other job-related duties as assigned; support other IT staff; and provide direct customer support when needed.

Required Qualifications:

  • 2+ years of full-time (or equivalent) progressively responsible work experience in software development.
  • Strong knowledge of database structures and design, application design and development life cycle, and effective documentation and systems testing practices.
  • Strong knowledge of change management, version control, and source code management concepts (e.g., Git), with demonstrated ability to apply these to managing code changes.
  • Strong knowledge of the Linux operating system and familiarity with database systems (e.g., Informix, Oracle, MySQL).
  • Ability to handle periodic weekend and after-hours work.
  • Programming experience using Perl and Java.

Preferred Qualifications:

  • Knowledge of court operations and CM/ECF.
  • Experience in Linux Shell, JavaScript, CSS, HTML, PHP, Apache, Python, and SQL.
  • Ability to learn new technologies quickly, problem-solve, work independently, multi-task effectively, and be flexible to accept changes in priorities.
  • Strong knowledge of IT security principles and their application to software development, including securing software against vulnerabilities.
