Moodle Technical Subject Matter Expert (SME) for Army Training Information System (ATIS)
LMI is seeking a highly skilled and experienced Moodle Technical Subject Matter Expert (SME) to serve as the foremost authority on Moodle (Workplace or LMS) solutions within our Army Training Information System (ATIS) Team. ATIS is a major Army initiative focused on modernizing and consolidating training systems into a single, cloud-native, enterprise-level capability.
The ideal candidate must possess deep technical expertise in Moodle administration, configuration, and integration. Operating within an Agile Release Train (ART) under the Scaled Agile Framework (SAFe), this pivotal role ensures Moodle platforms are secure, compliant, and optimized to meet the dynamic needs of Army training programs.

Responsibilities
- Serve as the technical authority on Moodle Workplace solutions, providing expertise in configuration, administration, and integration within the ATIS framework.
- Collaborate with stakeholders to analyze requirements, design solutions, and implement enhancements aligned with Army training goals using Moodle Workplace.
- Ensure understanding and implementation of Moodle courseware standards, including SCORM 1.2, SCORM 2004, xAPI, and H5P.
- Manage system configuration, including plugins, APIs, and authentication mechanisms such as SSO and CAC/PIV.
- Apply experience with Moodle Workplace multi-tenancy and per-tenant customization, including themes and plugins.
- Ensure strict adherence to Army and DoD cybersecurity, data privacy, and accreditation standards, including Risk Management Framework (RMF) and Authority to Operate (ATO) processes.
- Troubleshoot and resolve complex technical issues impacting the LMS, including scheduled tasks, user access, course management, and import/export failures.
- Lead system upgrades, patches, testing, and migration efforts to maintain platform stability and security.
- Develop and deliver technical documentation, conduct knowledge transfer sessions, and provide training to administrators and end-users.
- Act as a liaison between technical and functional teams, translating training requirements into viable Moodle capabilities.
- Monitor system performance, recommending optimizations for scalability and reliability.
- Facilitate integration with Army enterprise systems such as HR systems, data warehouses, and student information systems.
- Stay informed about Moodle roadmap developments and open-source community trends to inform strategic planning and innovation.
Required Qualifications
- Active Secret Clearance Required.
- Bachelor’s degree in Information Systems, Computer Science, or a related field, or equivalent relevant experience.
- 5+ years of direct experience in Moodle administration, configuration, and customization.
- Experience with DoD/Army training systems or other government-focused LMS platforms.
- Proficiency in database management (MySQL/PostgreSQL), PHP, Linux server administration, and web technologies.
- Possession of applicable DoD 8140 cybersecurity workforce qualification or ability to complete within six months.
- Strong understanding of cybersecurity protocols and RMF/ATO processes within a DoD context.
- Demonstrated capability in troubleshooting complex technical issues across application, database, and network layers.
- Familiarity with AWS services (EC2, RDS, S3, etc.) in a hosted environment.
- Ability to function both independently and collaboratively in a matrixed team structure.
Desired Qualifications
- SAFe Agile certification.
- Experience with containerization technologies such as Docker and Kubernetes, and cloud hosting environments.
- Prior experience in military, government contracting, or federal civilian roles related to training or educational systems.
- Exceptional written and verbal communication skills to effectively convey technical information to non-technical audiences.
The target salary range for this position is $99,000 - $171,000. Final compensation will be determined by a variety of factors including skills, experience, education, and certifications.
