Information Technology Specialist 2 (Programming)

The New York State Education Department’s Office of Information and Reporting Services (IRS) seeks an Information Technology Specialist 2 (Programming). This role is crucial for the State’s data collection, management, and reporting processes, supporting federal and State accountability for NYS P-12 and Higher Education. The incumbent will apply essential IT skills to ensure the collection, maintenance, and reporting of accurate, valid, and reliable student and teacher data.

Key Responsibilities:

  • Develop and maintain Information Technology (IT) systems using JAVA, PL/SQL, and SQL, encompassing analysis, development, troubleshooting, testing, and deployment.
  • Collaborate with program office and IT staff to define business requirements for information systems.
  • Analyze and recommend system modifications based on program office business requirements.
  • Coordinate data exchanges across the Department’s education systems.
  • Identify, troubleshoot, and implement solutions for system problems.
  • Ensure systems and procedures are thoroughly documented, adhere to Department standards, and follow generally accepted IT practices to maintain data integrity and automated system reliability.
  • Prepare materials and create web pages for electronic publication.

Minimum Qualifications:

This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Under NY HELPS, this title may be filled via a non-competitive appointment without an examination, provided candidates meet the minimum qualifications. Employees hired under NY HELPS are expected to convert to competitive status within one year of permanent appointment, gaining full rights and privileges of competitive class employees.

Non-Competitive Minimum Qualifications (NY HELPS):

Candidates must meet the open-competitive minimum qualifications:

  1. A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
  2. A bachelor's or higher-level degree in any field AND one year of experience in information technology; OR
  3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR
  4. Two years of experience in information technology.

Promotion:

Current NYSED State employees require one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 (Programming).

Competitive Minimum Qualifications:

Reassignment:

Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming).

Eligible List Appointment:

Candidates must be reachable on the Civil Service eligible list for this title. A canvass letter will be issued, which must be completed and returned as instructed.

Section 70.4 Transfer to Information Technology Specialist 2 (Programming):

Current NYS employees with one year of permanent competitive or 55b/c service in a title SALARY GRADE 16 or higher, AND standing on the Information Technology Specialist 2 eligible list, AND possessing:

  1. A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
  2. A bachelor's or higher-level degree in any field AND one year of experience in information technology; OR
  3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR
  4. Two years of experience in information technology.

Section 52.6 Transfer:

Candidates must have one year of permanent competitive or 55b/c service in a title allocated SALARY GRADE 16 or higher, eligible to transfer under Section 52.6 of the Civil Service Law. For transfer options, visit the Civil Service Career Mobility Office Website.

55b/c Appointment:

This position is eligible for 55b/c designation. Candidates must possess a current 55b/c eligibility letter and meet the following minimum qualifications:

  1. A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR
  2. A bachelor's or higher-level degree in any field AND one year of experience in information technology; OR
  3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology; OR
  4. Two years of experience in information technology.

It is crucial that candidates clearly and concisely detail how they meet these minimum qualifications in their resume to avoid disqualification.

Preferred Qualifications:

  • Bachelor’s degree in computer science or completion of two years toward earning the degree.
  • Programming experience in JAVA, C++, C#, PHP, JS technologies, PL/SQL, and database querying.
  • Experience utilizing coding IDEs for application/project development.
  • Proficiency with code repositories.
  • Experience with workflow management tools.

Additional Information:

This is a contingent permanent, competitive or non-competitive appointment. For 55b/c appointments, eligibility verification is required. Promotions and transfers may alter negotiating units, potentially affecting salary, insurance, and other benefits. Education and experience verification will be required during the interview process. This role offers up to 30% telecommuting per bi-weekly pay period, subject to supervisory discretion. Occasional off-shift night and weekend work may be required. The maximum salary for this position is $85,138, based on annual performance advances. New State employees are hired at the beginning of the Salary Range. Promotion salaries are calculated by the NYS Office of the State Comptroller.
