Position Description & Qualifications

Serco-NA is seeking a highly motivated IB-CHE/PMDT Developer to join the Submarine Industrial Base Data Analytics Team. This role supports critical initiatives aimed at enhancing the readiness, resilience, and performance of the U.S. Navy’s Submarine Industrial Base (SIB). IB-CHE refers to the Industrial Base – Cloud Hosting Environment, and PMDT to Product & Manufacturing Digital Twin.

Candidates must be able to obtain a U.S. Department of War (DoW) Secret security clearance.

As an IB-CHE/PMDT Developer, you will systematically map, analyze, and plan digital transformation efforts across various departments. A key deliverable will be a comprehensive portfolio detailing current capabilities, future requirements, and strategic roadmaps for technology integration, ensuring all digital investments align with mission objectives.

This position operates in a dynamic, fast-paced environment, requiring daily interaction with suppliers, government stakeholders, and industry partners. The ideal candidate is a self-starter, adept at independently identifying issues, analyzing complex datasets, developing actionable insights, and effectively communicating performance outcomes to senior leadership.

Working remotely, you will contribute to the SIB Data Team, providing support to the Program Manager and DRPM SUB where you will help manage a diverse mix of in-house development teams and third-party tool integration projects to deliver solutions for the SIB program. Program Overview

The Submarine Industrial Base (SIB) Program leads the U.S. Navy's efforts to revitalize America's shipbuilding and repair capabilities. Established in September 2024, this program strengthens and expands the industrial base responsible for building and maintaining surface ships, aircraft carriers, and submarines vital to national defense. DRPM Subs Responsibilities

  • Acquisition of COLUMBIA Class Submarines, including R&D, design, construction, Test and Evaluation (T&E), and Live Fire Test and Evaluation (LFT&E). This is a major defense acquisition effort with significant Congressional and OSD visibility.
  • Acquisition of VIRGINIA Class Submarines, including lifecycle management, T&E, LFT&E, and Fleet introduction, with an estimated lifecycle cost of $336B.
  • The SSN(X) program, responsible for next-generation fast attack submarine design and acquisition, emphasizing speed, stealth, payload capacity, and operational endurance.

Serco supports the US Navy as the prime contractor for the SHAPM contract, aiding in the acquisition of submarines and surface vessels.

Key Responsibilities

  • Build Web Sites on Gov Cloud: Design and update website layouts and user interfaces using modern HTML, CSS, and JavaScript standards.
  • Connect Back-End Services: Integrate and develop APIs to Gov Cloud databases and external web services.
  • Optimize Performance: Ensure fast page loading speeds, mobile responsiveness, and cross-browser compatibility.
  • Troubleshoot and Test: Monitor site performance, fix bugs, and run quality checks.
  • Review, analyze, and modify programming systems, including encoding, testing, debugging, and documenting programs.
  • Apply experience with Industry 4.0, Additive Manufacturing, and Non-Destructive Testing workflows.
  • Address knowledge gaps in digital requirements for Industry 4.0 to enable and sustain solutions beyond MVP status (e.g., data lakes, S3 buckets, ATOs, IB-CHE integration, operational costs).
  • Familiarity with a variety of field concepts, practices, and procedures.
  • Support data ingestion, processing, and visualization workflows to deliver actionable insights to government stakeholders.
  • Collaborate with a cross-functional team of analysts, data engineers, front-end developers, and subject matter experts to deliver mission-critical solutions.
  • Present findings through reports, dashboards, and briefings to both technical and non-technical audiences.
  • Perform a variety of complicated tasks.
  • Report progress and metrics to the Data Director and other senior stakeholders.
  • Provide program, analytical, and acquisition management support to senior-level SIB executives as required.
  • Work with the SIB team, which is distributed across the United States, focusing on workforce development/marketing, supply chain/sustainment, and technology developments.
  • Interact with industry and senior leadership.
  • Contribute to the development of data-driven insights and analytic solutions that help identify, assess, and mitigate risks in complex supply chains.
  • Partner closely with Product Owners, the Data Director, and other stakeholders to maintain delivery cadence, transparency, and accountability.

Required Skills & Experience

  • Ability to obtain a DoW Secret security clearance.
  • Bachelor’s degree in Data Science, Computer Science, Statistics, Engineering, or a related field.
  • Minimum 5 years of hands-on experience in data science, analytics, Industry 4.0, or applied machine learning, or similar/related experience.
  • Technical Knowledge: Strong command of development languages HTML5, CSS3, and JavaScript.
  • Programming Languages: Familiarity with backend languages or frameworks (such as PHP, Python, Ruby on Rails, or Node.js).
  • Tools and CMS: Experience with version control tools (like Git).
  • Gov Cloud CyberSecurity: Experience developing cybersecure and certified websites on DoW Networks.
  • Ability to rely on experience and judgment to plan and accomplish goals.
  • Strong problem-solving skills and the ability to communicate technical insights clearly.
  • Strong communication (both written and oral), facilitation, and conflict-resolution skills.
  • A wide degree of creativity and latitude is expected.
  • Customer-oriented team player mindset focused on mission, self-motivated, driven, and capable of working independently and remotely.
  • Ability to travel 10%.
