Duties

Family Advocacy Program (FAP) Victim Advocate

  • Serve as a Victim Advocate for the Family Advocacy Program (FAP), offering comprehensive assistance and liaison for victims of spouse/intimate partner abuse and non-offending parents or caregivers of child abuse victims.
  • Educate installation personnel on effective responses to domestic violence and intimate partner abuse, supporting victims and at-risk family members.
  • Screen domestic abuse victims, assess their needs, and provide information on domestic violence, safe assistance options, Navy spouse rights, and available resources.
  • Coordinate with FAP case managers to develop assistance/intervention plans, prioritizing victim and family safety.
  • Provide advocacy services to non-offending parents or caregivers of child abuse victims, including safety planning, resource identification, civilian authority collaboration, and fostering a supportive environment for the child.
  • Report all suspected child abuse or neglect cases to state child protective services in coordination with the Family Advocacy Representative (FAR) or investigation.
  • Report incidents to Military Police and NCIS as appropriate.
  • Act as the primary contact for assisting and processing Transitional Compensation for Abused Dependents (TCAD) applications.
  • Deliver child-focused advocacy and support to parents of children involved in Problematic Sexual Behavior in Children and Youth (PSB-CY) cases, ensuring compliance with Department of Defense (DoD) and Navy instructions and civilian reporting requirements.
  • Complete all required documentation, including Victim Advocate Contact notes, collateral contacts, safety plans, and statistical data, within the DoD Military Community and Family Policy PSB-CY Case Management System.
  • Assist in facilitating FAP training and education to inform active-duty military and their families about sexual behaviors, risk pathways, indicators, impact of problematic sexual behaviors in children and youth, and available services.

FAP Educator

  • Instruct small and large groups on topics such as marriage enhancement, positive parenting, anger management, stress management, communication skills, conflict resolution, domestic abuse prevention and awareness, and child abuse prevention and awareness.
  • Develop and facilitate briefings and classes for commands and military agencies on domestic abuse and child abuse to promote healthy family interactions and reduce family maltreatment incidents.
  • Conduct needs assessments to identify service gaps and enhance prevention programming.
  • Analyze installation-specific data on child abuse and domestic abuse to identify at-risk populations, trends, and areas for improvement.
  • Evaluate current programming effectiveness and recommend improvements.

Community Outreach

  • Participate in the Family Advocacy Committee (FAC), the policy-making, coordinating, recommending, and overseeing body for child abuse and domestic abuse response, in accordance with Department of Defense Instruction.
  • Collaborate with agencies within the "Coordinated Community Response" (CCR) framework under the FAC.
  • Assist in developing the CCR annual plan, including specific objectives, strategies, and measurable outcomes, with universal, selective, and indicated interventions based on identified installation trends.
  • Collaborate with program specialists on program evaluation plan development, methodology suggestions, and guidance on technical and public relations issues.
  • Establish and maintain relationships with command and military community.
  • Collaborate with military agencies to support and ensure command and unit training requirements are met.
  • Establish relationships with civilian organizations to enhance coordination on family violence issues, engage in proactive outreach, and implement prevention programming.

Requirements

Conditions of Employment

  • Obtain or possess, within six months of hire, a Basic Advocate Credential with a Comprehensive Intervention Specialist designation.
  • Work outside normal duty hours, including a 24-hour on-call rotation.
  • Possess or obtain and maintain a current state driver’s license.
  • Successfully complete a criminal history background check with no disqualifying information, if a current Tier 3 Investigation equivalent is not held.
  • Occasional travel up to 25% may be required.

  • Knowledge of:
    • Social services work, counseling services, psychosocial principles and theories, and group dynamics of family and individual systems.
    • Dynamics of domestic, interpersonal, and family violence, including domestic violence and child abuse.
    • Child advocacy, including working with non-offending parents of abused children and child abuse within a domestic abuse context.
    • Effects of child abuse on victims.
    • Community resources and services, crisis intervention, and how to quickly obtain assistance for individuals in distress.
    • Laws pertaining to family relationships and the protection of children and adults.
    • Adult learning theories.
    • Military organizations, missions, lifestyles, and factors contributing to family stress, problems, and crises.
    • Delivery of education services, with a focus on human/personal growth and development.
  • Skill in:
    • Providing crisis intervention, safety planning procedures, and civilian and military orders of protection.
    • Preparing court testimony and victim impact statements.
    • Developing and coordinating family enrichment programs to address identified needs.
    • FAP training development, curriculum delivery, review, and updates.
    • Using program presentation technology, including PowerPoint, automated projectors, audiovisual equipment, and laser pointers.
  • Ability to:
    • Interact effectively with diverse individuals during crises, including those in medical, legal, and social service communities.
    • Interpret program evaluations, needs assessment feedback, and survey data to implement results in program delivery and market planning.
    • Present information clearly and concisely to large, medium, and small groups.
    • Communicate effectively, both orally and in writing, in a professional manner.
    • Compose clear, concise, and effective written reports and materials.

Education

This position requires one of the following:

  • A degree in behavioral or social science, or related disciplines appropriate to the position.
  • A combination of education and experience providing knowledge of one or more behavioral or social sciences equivalent to a major in the field.
  • Four years of appropriate experience demonstrating knowledge of one or more behavioral or social sciences equivalent to a major in the field.
