A Moodle LMS Specialist is needed to configure and deploy a new training platform. Responsibilities include setting up learning paths, ILT features, reporting, notifications, and supporting administrator training and technical rollout.
Business Intelligence (BI) Architect/Developer Responsibilities
The Business Intelligence (BI) Architect/Developer provides expert guidance on BI skills and technologies. This role involves developing scalable and maintainable BI applications, establishing security and authentication standards, and maintaining technical architectural documents. The BI Architect/Developer defines BI standards, guidelines, and best practices for business and technical teams, and supports BI tool upgrades through development, testing, and documentation.
Key tasks include performing maintenance and troubleshooting for BI tools, diagnosing and resolving capacity issues, and recommending strategies to improve performance and capacity. The specialist addresses customer queries, provides BI administration and technical support (including weekends, after-hours, and holidays when necessary), and offers technical training to junior staff. Collaboration with BI Administrators, Developers, and Analysts is essential for successful BI reporting and analysis solutions, as is working with business and technical teams to develop and maintain the data warehouse platform for BI reporting.
Preferred Qualifications (BI):
- Bachelor's degree in Business, Economics, Information Science, or a related field.
- Certified Business Analysis Professional (CBAP) certification through the International Institute of Business Analysis (IIBA) is a plus.
Role Overview: Moodle Implementation Engineer
We are seeking a hands-on Implementation Engineer to configure and launch a Moodle-based Learning Management System (LMS) and learner dashboard for Foster Parents and Kinship Caregivers. This role involves translating Scope of Work and Functional Requirements into a production-ready solution, collaborating closely with IT, the Training Team (admins), and business stakeholders. The environment utilizes state-managed Docker/Kubernetes, with strict requirements for security (MFA, TLS), accessibility (ADA Title II / WCAG 2.1 AA), non-functional performance, and operational runbooks.
Location: Boise, Idaho (hybrid/remote acceptable; onsite for key milestones as needed)

Engagement: Staff augmentation (full-time during build & launch)
Key Responsibilities
Moodle Configuration & Theming:
- Configure Moodle LTS core and required plugins for SCORM 1.2 Captivate modules and MP4 video delivery.
- Implement responsive learner dashboard UX (cards/tiles, circular progress indicators, resume/recommended learning, DHW branding) for desktop, tablet, and mobile.
Learning Structure & Logic:
- Set up Tiers, Development Pathways, Trainings, and Badges with tier gating (e.g., Tier 2/3 unlock after Tier 1 completion).
- Auto-assign Pre-Licensing/Tier 1 to new users; provide open catalog fallback as needed.
ILT (Instructor-Led Training) Features:
- Configure optional online registration, waitlists, capacity limits, session calendars, and region/virtual filters for Instructor-Led Training (ILT).
- Enable roster upload and completion recording (attendance tools preferred, manual acceptable).
Notifications & Communications:
- Implement email and in-app alerts for assignment, reminders, overdue notifications (7-day cadence), completion, and approval/denial.
Reporting & Transcripts:
- Deliver comprehensive reports by user, course, date range, development pathway, and completion of the Pre-Licensing/Tier 1 suite.
- Configure DHW-branded transcripts; enable external certificate uploads; surface attempt counts to administrators.
Versioning & Retirement:
- Enforce completions by course version.
- Archive retired courses (hidden from learners) while retaining certificate access.
Security, Accessibility, and Compliance:
- Enforce username/password authentication with MFA for administrators and state employees.
- Ensure HTTPS/TLS, strong password policies, session timeouts, and immutable audit logs.
- Guide course/content owners on best practices for captions, transcripts, alt text, and keyboard navigation to support ADA Title II / WCAG 2.1 AA conformance and testing.
Hosting & Operations (State-Managed Docker/Kubernetes):
- Collaborate with IT operations to deploy Moodle in Docker/Kubernetes (K8s).
- Document backup procedures (daily + incrementals), Disaster Recovery (DR) with RPO 24h / RTO 8h, monitoring/logging, patching cadence, and promotion across DEV/TEST/UAT/PROD environments.
- Size the system for bulk assignment up to approximately 6,000 users and meet performance targets.
Admin Enablement & Knowledge Transfer:
- Train Training Team administrators (approximately 10) on content management, enrollment, ILT sessions, reporting, transcripts, and operational procedures.
- Provide clear runbooks and administrator documentation.
- Support User Acceptance Testing (UAT) and go-live cutover.
Skills & Experience:
Must-Have:
- Moodle administration and configuration experience (production deployments), including SCORM 1.2 and video delivery.
- Proven implementation of learning paths/pathways, badges, tier gating, and role-based permissions.
- Hands-on experience with notifications (email/in-app), reporting, transcripts, and certificates within Moodle.
- Strong security fundamentals: MFA, TLS/HTTPS, password policy, session management, and audit logging.
- Practical knowledge of accessibility (ADA Title II context; WCAG 2.1 AA) and content remediation best practices (captions, transcripts, alt text, keyboard navigation).
- Experience working in Docker/Kubernetes environments; collaboration with IT operations for backups, DR, monitoring, patching, and environment promotion.
- Ability to write clear technical documentation/runbooks and conduct administrator training.
- Excellent communication and stakeholder coordination skills (IT + business + Training Team).
Nice-to-Have:
- Familiarity with PHP/MariaDB/Postgres for the Moodle stack; basic Linux administration.
- Experience configuring ILT features (registration, waitlists, capacity, calendar, region/virtual) and roster/attendance workflows.
- Experience delivering solutions in public sector or regulated environments.
- Exposure to performance tuning for low-bandwidth users and responsive UX on mobile/tablet.
- Familiarity with REST/webhooks for future portal integration (out of scope for Phase 1).
