Enterprise Solutions and Management (ESM) is a rapidly expanding government contractor specializing in strategic IT services for Defense and Federal clients. We are actively seeking an Applications Developer for a compelling remote opportunity.

Job Description and Responsibilities

This role involves providing comprehensive application development and sustainment support for systems critical to the Defense Travel Management Office (DTMO). You will operate within a DevSecOps framework, adhering to the Risk Management Framework (RMF) and National Institute of Standards and Technology (NIST) guidelines.

  • Develop, maintain, update, and modernize DTMO's custom application portfolio in an Agile development environment.
  • Support the sustainment of Government Off-The-Shelf (GOTS) applications.
  • Participate in the development and integration of new applications as approved through governance processes.
  • Design, develop, test, and maintain software utilizing technologies such as Java, HTML5, PHP, and the Oracle APEX platform.
  • Manage development tasks, track issues, and support software lifecycle activities using enterprise ticketing and workflow management tools like ServiceNow or other approved systems.
  • Ensure applications meet stringent security, performance, and operational requirements, supporting DTMO's mission-critical systems and ongoing modernization initiatives.

Required Knowledge, Skills and Abilities (KSA)

  • Proficiency in application development and sustainment practices, including DevSecOps within Agile environments.
  • Understanding of the Risk Management Framework (RMF) and NIST cybersecurity guidance, specifically security requirements for Government systems.
  • Expertise in software development, testing, deployment, and modernization using Java, HTML5, PHP, and the Oracle APEX platform.
  • Knowledge of Government Off-The-Shelf (GOTS) application sustainment and integration for mission-critical systems.
  • Familiarity with enterprise ticketing and workflow management tools, such as ServiceNow, for managing software development tasks, issue tracking, and lifecycle activities.

Minimum Training, Education, and Certifications

  • Bachelor's degree in a relevant field.
  • Five (5) years of experience.

  • Supporting 25+ custom applications.
  • Java, HTML5, PHP, and the Oracle APEX platform.
  • ServiceNow ITSM for software development and task tracking.
  • Public-facing websites.
  • SOA and APIs.
  • Software Development Lifecycle (SDLC), from requirements analysis through continual improvement, including technology refresh.

Minimum Clearance

  • Top Secret

Physical Requirements

Candidates must be able to stand, walk, and sit; communicate verbally in person and by telephone; use hands to finger, handle, or feel objects or controls; and reach with hands and arms. Specific vision abilities required include close vision, distance vision, depth perception, color vision, and the ability to adjust focus.
