Luton Council is seeking a Senior Developer to drive our Digital 2040 ambitions. In this role, you will design, build, and support high-quality digital services, making essential help more accessible for residents.
You will lead the delivery of secure, scalable, and user-centred solutions across our digital and service delivery platforms, including CRM, CMS, and integration layers. Collaborating with product owners, service teams, and users, you will translate needs into functional services.
Your Mission:
- Lead the design, build, and maintenance of complex digital solutions, adhering to agreed standards, tools, and best practices.
- Ensure solutions are secure, maintainable, and aligned with Digital Service Standards and architectural principles (including relevant GDS standards where applicable).
- Work with service areas, product owners, and users to translate needs into robust technical solutions, balancing pace, quality, and risk.
- Promote quality engineering practices, including testing, documentation, version control, and continuous improvement.
- Develop and maintain integrations between platforms and back-office systems using APIs and other integration approaches.
- Support live services by diagnosing issues, delivering fixes and enhancements, and contributing to technical debt reduction.
- Mentor developers, share knowledge, and foster a collaborative, learning culture.

About You
We are looking for an experienced technical practitioner who excels at solving complex problems, collaborating with non-technical colleagues, and enhancing user services. You should possess a strong customer focus, a commitment to code quality, and a practical approach to delivery and support.
You'll Bring:
- Significant experience in digital development, delivering user-centred services end-to-end.
- In-depth experience developing digital services using Netcall Liberty Create (CRM) and configuring/extending CMS platforms (including forms, dashboards, templates, and themes).
- Strong experience with PHP, JavaScript, HTML, and CSS.
- Experience designing and consuming APIs, including request/response patterns, error handling, and secure data flows.
- Strong technical problem-solving skills and the ability to analyse complex issues and propose effective solutions.
- Ability to produce clear technical documentation and communicate effectively with both technical and non-technical stakeholders.
- An understanding of accessibility, equality, and inclusion in digital service delivery, and how technology can improve access for diverse communities.
- A relevant degree, equivalent qualification, or relevant professional certification (continuous professional development is desirable).
